I know of a few editors like lunapic.com and bloggif.com but lunapic doesn't have glitter only that glitter outlining feature and sparkle overlay and bloggif has glitter but you can only select one glitter per gif which is sooo lame. let me know if you know of any other OIE type editors out there.
