Kay, uh. First, make sure you have the original image saved. That's crucial because on Photofiltre you can only undo 6 things and you may do too much glitter or something of the sort.
Now, select the areas you want to glitter (you already know how to do that, I'm sure). For the first frame, add noise without checking the "uniform" box. Save that frame and then open up your original image again.
Select the same areas, and add the noise again. This time, check the "uniform" box. Then save that frame under a different name.
Open up the animation program you're going to use. I'm assuming you've heard of lunapic? I'll be basing this tutorial on using that site for animation.
Once your at the homepage, you'll see a few things. Where it says 'Upload an image to begin', click on 'Click here to add more files for Animations or Collages'. The first upload bar, select browse and search for the first frame that you saved. Don't click the upload button yet. The second upload bar ( it says 2. on the side ), select browse again and search for the second frame. Now you can click 'upload now'.
Once it's uploaded, you will find the animation a bit slow. To speed the process, go to Animation > Frame Timing.
Where it says 'After Frame <insert number>' type in a number between 0-100. I recommend any number between 10 - 20. Otherwise you won't get a good result. Repeat that step with each frame, forget about the Loops and leave it 0. Then click 'set timing'. If you're unhappy with the results, just go back and do it again. Now the final step is saving it, so head to File > Save Image. Select 'Save as GIF' and not any other format otherwise it won't animate right.
After you've saved it, your glittered picture should be done. Hope that helped any.
