What i did to the flower was exactly what you do just for text or just for an image.
I use mostly photo impact but it's almost the same as photoshop 7, which i also use, i don't know about cs2.

ok, i opened the flower image and added text(chose size, color and font), then i duplicated the flower layer twice and added noise to all the 3 layers.
After that, i duplicated the text twice and also added noise to all the 3 layers. And then just had to work it on the gif animator.
