It was written for PSP 8 but it'll work for 9 ... The steps she goes through is different than what I do, but the finished graphic is pretty much the same. What I suggest doing different is #5 where it says to expand by 1, I always expand by 5 and fill that area with glitter.
So try the tut, I know it seems complicated but really once you learn it's a piece of cake. Let me know how it goes! =)
