I do not totally understand you question. Do you mean a website to learn to make graphics? Graphics are made with programs on your own computer. I use Paint Shop Pro 9 and Paint Shop Pro animation. There are many websites the have tutorials on how to make graphics. You can "google" tutorials for the graphic program that you are using. eg: in google type "Paint Shop Pro Tutorials"

About.com has some good starter tutorials for a couple different graphic programs.
