it is easy to add new friends.
when you visit peoples profiles,
right about where all the comments start
you will see a BLUE Box that says
"Add Chibiville as your"
then you can pick
1= Friend
2= Love
or
3= Idol
then click the little black arrow
and you have added that person to your friends list.
