well there are many programs available
to arrange a picture u can use any photoshop ( though i dislike it, too complicated ) there are also easier programs available such as picasa or photophiltre ( u can find them for free online )
to animate the picture u must find a program called " gif animator" many are available still
im usin Ulead gif animator
