I use Paint Shop Pro & Animation Shop (both made by Jasc Software) ... I bought mine on Ebay but you might want to check Limewire or any other file sharing network to see if they're available for download. Once you do get the programs, you can do a search on the net for tutorials that will teach you how to glitter etc...
Also you can check Yahoo & Myspace (if you have one) groups as they have groups devoted to learning PSP ... you'd just type "PSP" in their group search =)
