Hello and welcome to GG! Thank you for the sweet comment and the add, i've added you back.
There are many photo editing programs for creating all the graphic/tags you see on here. I use Photoshop which isn't free but there is one that is free to download, you can find here ...http://www.gimp.org/. It's called Gimp which i've never used but have been told by many who do, that it's really easy and you can create the same effects as you would using Photoshop or PSP. And the best way to learn is by tutporials which there are a TON out there, just do a google search for gimp tutorials and you should find what your looking for. Graphic making isn't easy,but you'll learn fast because there are many tutorial sites available.Just browse your PC.
