Hello there! To make backgrounds and glittered graphics, you would need a sofware called 'PhotoShop' But it's not worth getting it because you have to pay thousands of pounds to buy the software. So, go onto this website:

You can upload a picture, then add text, funky effects, animations and glitterfy it.
