She needs so many transformations because she is the Guardian Of The World. She has different powers with different outfits. In order to defeat the negaverse, Queen Nehelenia, and the Dark Moon Circus to save the Galaxy she needs all her powers. That's what Eternal Sailor Moon is. Super Sailor Moon, Sailor Moon, and Serenity put together to make a strong, powerful, and beautiful Heroine. I like how she has several transformations for each outfit or you would get totally bored watching her do the same one over and over, and over again.
