Try changing the BAckround URL! :D
sometimes Tinypic.com isnt a very realiable image hosting site
Maybe trying photobucket or maybe the backround is in glitter-graphics.com! I hope this helsp more :)
but just incase by any chance is this a myspace layout?
if it is I recommend cheching out the "NEWS/UPDATES" Box :)
The URLs to the images are being replace but im not really sure whats going on :|
i try a backround on piczo and it wasnt showing up either O.o
